City hires capital asset director; promotes Crook

Job shuffling is under way at City Hall, as a new position overseeing city construction projects has been filled and another city employee has been promoted to assistant city manager.

Scott Miller of Denver will start on Dec. 1 as the city’s capital asset director, a new position recommended by a performance audit conducted in the wake of controversy about previously undisclosed costs related to the Burlingame housing project. In their report to the city, consulting firm Alvarez and Marsal recommended that the city form a new department whose specific duty would be to oversee the development of capital projects like Burlingame. As part of his duties, Miller will oversee the development of the city’s 10-year plan for capital asset development as the city decides what to do with the $35 million worth of land it purchased in 2006 and 2007 for affordable housing.

Miller has 25 years of construction industry experience and most recently worked for Amber Homes Inc. and Ryland Homes on the Front Range, where he oversaw the development of single-family, multi-family and commercial building projects. His position at City Hall comes with a $112,000 annual salary.

Barry Crook, the city’s business process manager, has been promoted to assistant city manager. Although he is replacing former assistant city manager Bentley Henderson, who left the city to take a job with the town of Basalt this summer, Crook’s job description is different from Henderson’s. Crook will oversee the city’s housing, human resources, purchasing, business process and community relations departments.
